The Buy Build Shoot kit is simply the incomplete 80% grip/receiver with a jig (that is already approved for sale) combined with a barrel, slide, trigger, and all parts/pins needed to manufacture and assemble. You can buy all of those parts individually without any legal issue or ATF paperwork. So what the ATF is saying is that selling an already approved item, the 80% lower" with other parts is considered illegal because the entire kit wasnt submitted. Thats dumb. Also, murderous criminals dont care if its a ghost gun, all they care about is how cheap it is. An 80% lower handgun costs more to purchase and build than a black market hand gun. ATF just wants to tie everything up in court. It has always been legal for US citizens to manufacture their own semi-auto firearms as long as they are not for sale.
